主講人簡介：
Juan D. Rogers，1996年弗吉尼亞理工大學科技研究專業博士畢業，現佐治亞理工學院公共政策系副教授，偉德國際1946bv官網兼職教授，美國評估學會研發項目委員會副主席。Juan D. Rogers教授研究領域包括R&D進展建模，人類科技資本框架下的R&D影響評估，技術轉化，R&D政策與評估，信息技術發展過程中社會與技術因素的交互，信息技術政策等。Juan D. Rogers教授在R&D政策評估等領域具有一定的國際影響力，曾在國際知名期刊雜志上發表論文20余篇，參與編寫出版物4部，并在50多個國際會議上發表演講。此外，Juan D. Rogers教授還主持或參與了包括美國、歐洲、阿根廷、智利等國家在內的國家級項目10余個。
內容簡介：
Even though it has been known for a long time that some important bibliometric measures, such publication and citation frequency, have distributions that are often characterized as "heavy tailed" and analyzed as power laws, their proper estimation and the consequences of it for use in evaluation is a matter of discussion. In this presentation, we will show some of the estimation issues and then discuss the consequences for evaluation showing that some of the most common normative assumptions are not very useful under these conditions.
